How do I turn a photo into a PDF on an iPhone?

Open the photo in Photos, tap Share → Print, then pinch outward on the page preview. It opens as a PDF with its own Share button; choose Save to Files. For several photos, select them all first and they become pages of one PDF.

Why is Create PDF greyed out in the Files app?

Create PDF only appears after you tap Select and choose at least one image, and it is in the ⋯ menu at the bottom of the screen, not the top. It also does not work on photos inside the Photos app; they need to be saved to Files first, or use the Photos print method instead.

Can I set the page size to A4 or Letter on an iPhone?

Not with Files or Photos, which size each page to the photo. The browser tool offers A4, Letter and fit-to-image, portrait or landscape, and a margin, so scanned pages come out as a proper document rather than a stack of photos.

Does the browser tool upload my photos?

No. The images are read from Photos or Files into the Safari tab, laid out into a PDF on the phone, and saved back to Files. They are not sent anywhere.

How to convert a JPG to PDF on an iPhone

The iPhone can make a PDF from JPGs without any app: the Files app has a Create PDF action, and the Photos app can print to a PDF. Both put one photo per page with no control over size or margins, which is what the browser tool adds.
