No, and be wary of any converter that promises it will. A PDF stores glyphs at coordinates — it has no paragraphs, no styles and no reading order to recover. Converters that appear to keep the layout do it by filling the page with pinned text boxes, which look right until you edit a sentence and everything shifts. This gives you real Word text that reflows as you type.

Table cells come through as text in reading order rather than as a Word table. If the table is what you are after, PDF to Excel rebuilds the grid properly.
A scanned page is a picture: there is no text to convert, only pixels. That needs OCR first, which recognises the characters and adds a text layer.
Paragraph breaks are inferred from the vertical gaps between lines, because that is the only signal a PDF carries. Unusually tight or loose leading can fool it, so a document with dense multi-column text will need some tidying.
