How do I make one PDF from several JPGs on Windows?

Select all the images in File Explorer, right-click, Print, choose Microsoft Print to PDF as the printer and Full page photo as the layout. Every selected image becomes a page in one file. The browser tool does the same with a visible page order and margins.

Why are my photos cropped in the PDF?

The Windows print dialog has Fit picture to frame ticked by default, which crops each image to fill the page. Untick it in the dialog's options to keep the whole photo with white space around it.

Can I choose A4 or Letter for the PDF pages?

In the print dialog, the paper size follows the printer's default; click Options → Printer Properties to change it for Microsoft Print to PDF. The browser tool lists A4, Letter and fit-to-image directly.

Is the JPG uploaded when I use the browser tool?

No. The images are read into the browser tab on your PC, placed on pages there, and the PDF is offered as a download. Nothing goes to a server.
