Why arrows instead of drag and drop

Dragging is faster when it works, and unusable when it does not. It needs a pointer, fine motor control, and a screen big enough to hold both the page you are moving and the place you are moving it to. On a phone, in a long document, with a keyboard, or with a screen reader, dragging fails.

The arrows work everywhere, so they are what ships first. Dragging will be added alongside them as a second way to do the same job — not as a replacement. This is a commitment we have written down publicly on our accessibility page.

Moving a page a long way

Stepping a page across fifty positions is tedious. When a page needs to travel that far, it is usually quicker to split the document at the boundary, then merge the parts back in the order you want.
