How to edit a PDF on Windows
Windows gives you two very different PDF editors for free: Edge, which draws and types on top of a page, and Word, which converts the whole document into something editable and often rearranges it. Knowing which one you are reaching for saves the layout.
The built-in way on Windows: Microsoft Edge

Open the PDF in Edge (it is the default viewer on Windows 10 and 11).

Use the toolbar at the top: Draw for a pen, Highlight for passages, Add text to place a text box, Erase to remove drawn ink.

Click Save, or Save as to keep the original unchanged.

For real text changes, open the PDF in Word instead: File → Open, accept the conversion, edit, then File → Save As → PDF.
Where it falls short
- Edge cannot change the existing text; it only adds a layer on top.
- Word's conversion reflows the page, so columns, tables and spacing frequently move.
- Edge has no shapes, no images and no way to move or resize a text box after you click away.
