Can Google Drive compress a PDF on Android?

No. Drive stores and previews PDFs and can scan paper into a new one, but it has no setting that reduces the size of a file that already exists. The browser tool in Chrome does the resampling on the phone and then the smaller file can be uploaded to Drive as usual.

Where does Chrome save the compressed PDF?

In the Downloads folder on internal storage. Open Google Files → Downloads to find it, or tap the download notification. From there you can attach it in Gmail or WhatsApp.

Will this work on a phone with little free memory?

Rebuild mode needs roughly the size of the PDF in memory and is fine for almost any file. Flatten to images renders one page at a time, so a long scanned document takes longer but does not need the whole file rendered at once.
